DISCUSSING THE ROADMAP TO HOLD THE LEGISLATIVE ELECTIONS OF THE UNION TERRITORY OF JAMMU AND KASHMIR AND ALL OVER DEVELOPMENT OF THE UNION TERRITORIES OF J&K AND LADAKH
Jammu and Kashmir is known to have their own fair share of misfortunate events throughout history, from being war-torn to being completely inhabitable at one point. In a historic decision, the Rajya Sabha declared Jammu and Kashmir as a Union Territory with its own legislative assembly and elections, under the Jammu and Kashmir Reorganisation Bill, which was passed in 2019. This bill resulted in the partition of the state into Jammu and Kashmir being a Union territory with the legislature, and Ladakh being a Union territory without legislature, meaning it is under the control of the lieutenant governor, who will be the representative of the President of India (who will be in charge of making the legislature for Ladakh). This implies that Ladakh will be run by the central government whereas Jammu and Kashmir will have the freedom to elect their own government and their own Chief Ministers. Being a UT with the legislature, Jammu and Kashmir will send representatives to the Rajya Sabha as well as Lok Sabha.
The delegates with their respective portfolios will have to guide the committee towards coming on a consensus of whether legislative elections should be held in the J&K, and how to guide these union territories on how development can go on in J&K ever since it was opened up to the rest of the world, along with Ladakh as well.
